Experimental Cipher from Cisco Open-Sourced

Cisco announced on their blog page that they are releasing the FNR (Flexible Naor and Reingold) encryption under the open source license LGPLv2. The FNR cipher has been designed to overcome the problem with huge differences between input and output sizes in the case of encrypting small amounts of data.
