The Internet Corporation for Assigned Names and Numbers (ICANN) is supposed to collect contact information for every website that gets registered. That transparency is not being enforced, however, and many sites — especially violent pornography and other seedy content providers — are providing bogus names or using privacy protection services with no repercussions.
