Microsofts first update to Windows Phone 8.1 is rolling out to developers today. While its technically a developer release, anybody with a Windows Phone can register freely to install the update through Microsofts App Studio program. If youre an App Studio participant then you wont need to pay the $19 fee to be a Windows Phone developer, and youll still be able to get early access to Update 1. One main addition is the introduction of folders for Windows Phone.
